On motion of Mr. Dowell,

Leave was granted to bring a bill for the relief of Henry Owings,
of Samuel, of Anne Arundel county,

Which was referred to Calvert and Anne Arundel counties del-
egations.                                               

On motion of Mr. Valiant,

Leave was granted to introduce a bill authorising fees to be
taxed and paid to counsel appointed by the Criminal Court of
Baltimore, to defend persons without counsel.

On motion of Mr. Partridge,

Leave was granted to report a bill to prevent the Courts of
this State from issuing certificates of naturalization.

Which was referred to the committee on judiciary,
On motion of Mr. Wickes,

Leave was granted to bring in a bill to authorise the commis-
sioners of Allegany county, to hear the appeal of John Everett;

Which was referred to the committee on judiciary.

Mr. Goldsborough, from the select committee, reported a bill
entitled, an act to refund to Martha Brown and Julianna Seegar, of
Queen Anne's county, certain taxes erroneously paid to collectors
of taxes in said county;

Which was read the first time, and referred to committee on
claims.

Mr. Stubbs, from a select committee, reported the following
bills:

A bill entitled, an act to prescribe the duty of Road Supervi-
sors in Cecil county,                       

A bill entitled, an act to authorise and empower Jos. Phelps to
build a wharf in Elk Neck.

The speaker laid before the House the following message from

the Senate:

By the Senate,
February 15th, 1856.

Gentlemen of the Home of Delegates:                       

                                                                      

We propose, with the concurrence of your honorable body, to
appoint a joint committee to examine and report to the Legisla-
ture whether the Commissioners of Lotteries, elected by the peo-
