292          JOURNAL OF PROCEEDINGS.            [Feb. 12,

from Doctor A. A. Biggs, and 178 others, against relieving the
Maryland and Virginia Bridge Company from paying taxes,

Which was referred to the Committee on Ways and Means.
On motion of Mr. Clark,

The rules were suspended, to enable him to report a bill enti-
tled, an act to authorise the Clerk of the Circuit Court for Talbot
county to have certain record books in his office rebound;

Which was read the first time.                                

On motion of Mr. Lester,                      

The rules were suspended, to enable him to present a petition
from M. M. Duvall and 29 others, in favor of increasing the
wages of the hands employed in the Tobacco Warehouses in Bal-
timore ;                                                         

Which was referred to the Committee on Corporations.
On motion of Mr. Griffith,                                             

The rules were suspended, to enable him to report a bill enti-
tled, an act for the relief of John W. Pierson, of Kent county;

Which was read the first time.                                 

On motion of Mr. Smith, of Carroll,                     

The rules were suspended, to enable him to report a bill enti-
tled, a supplement to an act entitled, an act to incorporate the
town of Westminister, in Carroll county, by the name of the city
of Westminister, passed at December session 1849, chapter 299,

Which was read the first time, and referred to the Committee
on Corporations.                             

On motion of Mr. Dorsey,

The rules were suspended to enable him to make a report from
the Select Committee on a bill entitled, an act to prevent the tak-
ing, killing and sale of Partridges or Quails, Woodcock, and
Pheasants out of season;

Was read the first time.

                                         

The House proceed with the order of the day.               

Ordered, That the order heretofore adopted by this House re-

quiring all bills to be printed, be and the same is hereby rescinded

so far as the said order refers to bills of a local character merely;

Was determined in the negative.
