Mr. Frey presented the petition of J. H. Hoblitzell, and
78 others, citizens of Frostburg, Allegany county, asking the
Legislature to pass an act permitting the Frostburg Savings
Bank to issue Bank Notes.

Mr. Hall presented the petition of Richard Kirk and others, of
Montgomery county; asking permission of the Legislature for
the return of Thomas Warfield and family from the District of
Columbia, to this State.
Referred to the Committee on Colored Population.
Mr. Rankin offered the following resolution :
Resolved by the General Assembly of Maryland, That the
Board of Commissioners of Baltimore county, be and they are
hereby authorised to have a legal investigation of the action of
their predecessors in paying certain fees to the Treasurer of said
county, for receiving and disbursing certain moneys appropriated
for the Public Buildings of said county, or any other public.
money, and report the same to this body.
Mr. Rankin offered the following resolution :
Resolved by the General Assembly of Maryland, That the
Commissioners appointed under the act of 1854, chapter 144,
to superintend the selection of a suitable lot or lots, and erect
thereon a Court House and Jail for the use of Baltimore county,
be and they are hereby required to report to this body forthwith,
a detailed statement of all the funds expended and the vouchers
therefor, also the progress of said buildings.
On motion of Mr. Partridge,
Leave was granted to the Committee on the Judiciary to bring
in a bill granting powers to the Circuit Courts of this State,
sitting in eduity, to amend all technical or merely formal defects
in the acknowledgements of deeds.
Mr. Smith, of Carroll, offered the following order:
Ordered, That it be entered on the Journal that Stephen T. C.
