The said bill was then sent to the Senate.

A bill entitled, an act to empower the treasurer to exchange and
transfer the stock held by the State of Maryland in the Central
Bank of Frederick, or to sell said stock to the said Central Bank
of Frederick;                                                          

On motion of Mr. Brengle,
The bill was recommitted to the Frederick county delegation.

On motion of Brengle,                             

The rules were suspended to submit the following message;

                              By the House of Delegates,

February 2d, 1866.
Gentlemen of the Senate:                                   

We have received the message of your Honorable Body asking
a return of the bill in reference to the increase of per diem of the
Judges of the Orphans' Court of Frederick county, and herewith
return the same.

Thomas H. Kent, of Jos., Clerk.

On motion of Mr. Daniel,

The rules were suspended to enable him to report favorably on
a bill entitled, an act to authorize William T. G. Polk, Adminis-
trator of Arnold Cottman, free negro, to execute a deed of manu-
mission for certain slaves therein mentioned;

Which was read the first time and referred to the Committee on
Colored Population.

A bill entitled, an act to change the name of Corner Ketch in
Cecil county, to the name of Nickleville;

On motion of Mr. Stubbs,
The said bill was indefinitely postponed.

A bill entitled, an act prescribing when, where and before whom
the Governor of the State, shall take the oath of office;

Was read the third time and passed by yeas and nays as fol-
lows ;
