WEDNESDAY, January 23rd, 1856.

The House met. Present at the call of the roll the following

members:
Messrs. Speaker, Dorsey, Neff, Waters, Wilson, of Cal., Dowell,
Stone, Merrick, Holland, Wright, Heath Clark, Toadvine, Law-
son. Wilson, of Somerset, Daniel, Dail, Frazier, Thomas, Scott,
Stubbs, Miller, Goldsborough, Timmons, Smith, of Worcester,
Brengle, Davis, Carper, Hauver, Wolf, Duvall, Jarrett, Silver,
Whitby, Stack, Kennedy, Partridge, Smith, of Baltimore City,
Valiant, Hugg, Askew, Fiery, Reichard, Loughridge, Corby,
Harding, Hall, Tower, Kildow, Frey, Brown, Smith, of Carroll,
Buffington, Stewart, Rowles.

The proceedings of yesterday were read.         

Mr. Brooke presented a memorial of E. M. Burgess and 118
other citizens of Prince George's county, asking for the passage
of an act for the registration of births, deaths and marriages.

Mr. Duvall presented a petition of sundry citizens, asking for
the passage of a law for the registration of marriages, births,
and deaths in the state of Maryland;

Which were referred to Committee on Judiciary.

Mr. Stone presented a petition of Z. H. Turner, for arrearage of
pension due Colonel John H. Stone of the Maryland line in the
revolutionary army;

Which was referred to Messrs. Stone, Merrick, and Brooke.

Mr. Fiery presented a petition of the creditors of the Franklin
Rail Road, in favor of the resale thereof;

Referred to Washington county delegation.

Mr. Lester presented a memorial of Dr. Wm. M. Kemp, Em-
ma A. Kemp, and Licette T. Amelung, asking power to manumit
certain slaves;                                                                 

Which was referred to the Committee on Colored Population.
The Speaker laid before the House the following report:
To the Honorable the General Assembly of Maryland.

Since our last report to the Legislature we have arranged and
prepared nearly all of the Acts of Assembly of general application,
and have made some progress in codifying the local laws, appli-
cable to the Counties and City of Baltimore. We have the acts,
relating to testamentary affairs printed, and now furnish to each
member of the Legislature a copy. This we think comprises all
the legislation now in force on this subject. There may be some
