Amendments proposed by Mr. Allen:

"Amend by inserting on line 15 of the printed Bill, on page
2, after the word 'Governor, ' the following: 'by and with the
advice and consent of the Senate, except as to the first three
commissioners to be appointed by the Governor under this
Act, who shall be appointed without the advice and consent
of the Senate. '" [Which was read and rejected. ]

"After the word 'Governor, ' in line 15, on page 2 of the

printed Bill, insert the following: 'by and with the advice

and consent of the Senate. ' " [Which was read and rejected. ]

[Which favorable report was adopted, which was read the

second time and ordered engrossed for a third reading. ]

On motion of Mr. Legg, two-thirds of all the Senators vot-
ing in the affirmative, the rules were suspended by yeas and
nays as follows, and the Bill put upon its third reading and
final passage:
