Mr. Holmead submitted the following message:

BY THE SENATE,

March 27, 1916.
Gentlemen of the House of Delegates:

We propose, with your concurrence, to request his Excel-
lency, the Governor, to return to us, for further consideration,

House Bill No. 358.

Delegates, ]

The Chief Clerk of the House of Delegates appeared and
delivered the following message:

BY THE HOUSE OP DELEGATES,

March 27, 1916.

Gentlemen of the Senate:

We have received your message proposing to request the
Governor to return to the Senate, House Bill No. 358, intro-
duced by Mr. Van Horn, for further consideration, and we

concur therein.
