Mr. Archer, from Select Committee, reported favorably
SENATE BILL No. 575, BY MR. ARCHER.
SUBJECT: HORSE RACING—HARFORD COUNTY.

[Which favorable report was adopted, which was read the
second time and ordered printed for a third reading. ]

Mr. Cooper, from Committee on Finance, reported unfavor-
ably

SENATE BILL No. 333, BY MR. ARCHER.
SUBJECT: STATE AUDITOR.

Mr. Archer moved to substitute the Bill for the unfavorable
report. Which motion was rejected by yeas and nays as fol-
lows:

BY THE SENATE,

March 23, 1916.
To His Excellency the Governor:

Your message containing the report of the Goodnow Com-
mission, with the data and recommendations of that Com-
mission to yourself as Governor, has been received and the
Senate has ordered the message to be spread upon the Journal.
The various papers accompanying the message, the Senate has
ordered returned to your files, with the expressed appreciation
of your voluntary courtesy.

Respectfully,

P. WATSON WEBB,

Secretary.

Amendment proposed by Mr. Zihlman: "At the end of the,
message add the following: 'and respectfully ask your Ex-
cellency to furnish the members of the Senate, who may de-
sire the same, a copy of the report on Efficiency and Economy
Commission and a copy of Mr. Chase's report. '" [Which was
read and adopted. ] [Which message was adopted as amended. ]
