promote the greatest possible economy and efficiency in the
State's affairs, and thereby carry out the promises and pledges
made to the people of the State; and

WHEREAS, The end of the session of the Legislature for 1916
is fast approaching and it is desirable that the Legislature
shall be put in possession of the recommendations of the
Goodnow Commission in reference to the abolishing and
consolidation of useless and overlapping offices and com-
missions, etc.; now, therefore, be it

Ordered by the Senate of Maryland, That his Excellency,
the Governor of Maryland, be requested to transmit to the
Senate of Maryland all the recommendations of the Goodnow
Commission in reference to the abolishing and consolidation
of useless and overlapping Offices and Commissions, the re-
duction of Legislative expenses, and the promotion of
efficiency and economy in State affairs, with the reports of
the said Harvey S. Chase, the efficiency engineer, together
with any and all Bills drafted to enact the aforesaid recom-
mendations into laws.

Mr. Ogden moved that the Resolution be laid on the table.

Mr. Allen submitted the following message:

March 23, 1916.
Gentlemen of the House of Delegates:

We respectfully request that you return to the Senate,
for further consideration, House Bill No. 362, introduced by
Mr. Bryant.

Delegates. ]
