and F. Neale Parke, charged with the duty of making a com-
plete survey of the entire subject, and of reporting their find-
ings and recommendations to the next (now present) Gov-
ernor of the State of Maryland, as soon as might be, after
his inauguration, together with the draft of such Bills as
might be necessary to make the same effective; and

WHEREAS, The said Commission having accepted this public
trust, and in the discharge of its duties with singular fidelity
and zeal, employed Harvey S. Chase, a certified public account-
ant and a member of the Efficiency and Economy Commission
of the United States, and with his assistance, made a thorough
and exhaustive investigation and examination of the legis-
lative expenditures, financial system and administrative gov-
ernment of the State; and

WHEREAS, As a result of said investigation, the said Com-
mission devised a plan for the reduction of legislative ex-
penses, which was submitted to the Governor of the State
and by him laid before the General Assembly and adopted
by both Houses; and also formulated a budget system for
the control and administration of the finances of the State,
which was duly submitted to the Governor and by him laid
before the General Assembly, which has or is now about to
enact the same into law; and

WHEREAS, The efficiency engineer employed by the Commis-
sion reported his findings relative to the offices and boards
of the State, which report was supplemented by hearings, to
which were summoned the heads of the State Departments,
and by personal investigations of State agencies, and there-
after the Commission transmitted to the Governor the report
of the said efficiency engineer and its own several reports
concerning conditions existing in the State, containing recom-
mendations designed to promote economy and efficiency in
the State Administration through the abolishing of useless
offices and the consolidation of overlapping boards, with at-
tending savings to the State Treasury, in order that laws
might be enacted by this General Assembly to carry these
recommendations into effect; and

WHEREAS, These reports and recommendations of the Com-
mission created by the Democratic State Convention have been
transmitted to the Governor and have not yet by him been
laid before the General Assembly, whose duty it is to enact
into law the recommendations in these reports in order to
correct and prevent waste and the duplication of offices, to
