and thereby carry out the promises and pledges made to the
people of the State; and

WHEREAS, The end of the session of the Legislature for 1916
is fast approaching and it is desirable that the Legislature
shall be put in possession of the recommendations of the Good-
now Commission in reference to the abolishing and consoli-
dation of useless and overlapping offices and commissions, etc.;
now, therefore, be it

Ordered by the Senate of Maryland, That his Excellency,
the Governor of Maryland, be requested to transmit to the Sen-
ate of Maryland all the recommendations of the Goodnow
Commission in reference to the abolishing and consolidation
of useless and overlapping offices and commissions, the re-
duction of legislative expenses, and the promotion of efficiency
and economy in State affairs, with the reports of the said
Harvey C. Chase, the efficiency engineer, together with any
and all Bills drafted to enact the aforesaid recommendations
into laws.

[Which was read. ]

Pending consideration.

At 2. 45 o'clock P. M., on motion of Mr. Duvall, the Senate
took a recess until 8 o'clock P. M.

At 8 o'clock P. M. the Senate resumed its session.

PRESENTATION OF PETITIONS, MEMORIALS AND
OTHER PAPERS.

The President submitted a petition of James M. Easter, of
Baltimore city, in favor of a Bill pending before the General
Assembly, entitled "An Act for the higher education of wom-
en, " providing sixteen tuition scholarships in Goucher Col-
lege, in the City of Baltimore, and making appropriation for
the same. [Which was read and referred to the Committee on
Finance. ]

Also a petition of an "Old Line Democrat, " in favor of the
passage of the Bill to pension the street cleaners of Baltimore
city. [Which was read and referred to the City Senators. ]
