buildings, tearing up of streets, speed regulations, care of
property, removal of snow, ice and other police and health
regulations, to provide penalties f6r the violation thereof; to
authorize justices of the peace in said county to try and
punish violators of said regulations and the sheriff of said
county to execute writs; also to authorize said Citizens' Com-
mittee to borrow money and otherwise contract indebtedness
and obligate said part of said village in amounts not exceed-
ing 10 per cent, of the assessed valuation of the real property
within said part of said village; also constituting said Section
3 a corporation for such purposes, and authorizing said Citi-
zens' Committee to act therefor. " [Endorsed: "Read the third
time and passed by yeas and nays"] [Which was read the
first time and referred to Senators Jones, Johnson and Hoi-
mead. ]

Also House Bill No. 603, entitled "An Act to repeal and re-
enact, with amendments, Section 13, Section 14 and Section
20 of Chapter 492 of the Acts of 1914, entitled 'An Act to
provide for the creation, by popular vote, of anti-saloon ter-
ritory within Carroll county, within which, except as herein
provided, the sale of intoxicating liquor and the licensing of
such sale shall be prohibited; for the enforcement of such
prohibition in such territory and for the abolition by like
means of the territory so created, ' and to add an additional
section thereto, to be designated and known as Section 20-A. "
[Endorsed: "Read the third time and passed by yeas and
nays"] [Which was read the first time and referred to the
Committee on Temperance. ]

Also House Bill No. 664, entitled "An Act to continue in
existence the Educational Survey Commission created by
Chapter 844 of the Acts of 1914, in order that said Commis-
sion, in conformity with said Act, may continue its survey so
as to include the higher educational institutions of the State
of Maryland; to endow said Commission with all the neces-
sary power and authority to make such a survey, and to appro-

priate a sum of money for the expenses of said commission. "

nays"] [Which was read the first time and referred to the
Committee on Finance. ^
