Mr. Cooper presented the following:
REPORT OP THE CONFERENCE COMMITTEE ON SENATE BILL No. 76.

Your Conference Committee, having under consideration
Senate Bill No. 76, entitled "An Act to propose an amendment
to Section 52 of Article 3, title 'Legislative Department, ' of
the Constitution of this State, regulating the making of ap-
propriations for the General Assembly of Maryland in regular
session, and to provide for the submission of said amendment
to the qualified voters of this State for adoption or rejection, "
propose the following amendments:

"In line 60, page 3 of the printed Bill, after the word
'constitution' and before the word 'or' insert the following:

'or the provision made by the laws of the State for the estab-
lishment and maintenance of a system of public schools. '"

"In line 92, page 3 of the printed Bill, after the words 'vote
of, ' strike out the words 'a majority7 and insert in lieu thereof
the word 'three-fifths. '"

"In line 95, page 4 of the printed Bill, after the word 'be'
and before the word 'to, ' strike out the word 'passed' and in-
sert in lieu thereof the word 'presented. '"

"In line 3, Section 2, page 5 of the printed Bill, after the
word 'ensuing7 and before the word 'election, ' insert the word

'general. '"

"In line 26, page 6 of the printed Bill, after the word 'a'
and before the word 'vote, ' strike out the word 'majority' and
insert in lieu thereof the word 'three-fifths. '"

In all cases the references to the Bill are to the Bill as
printed for the third reading and not to the Bills as originally
printed for the files.
