tion Districts, in Frederick county, Maryland. " [Endorsed:

Also House Bill No. 400, entitled "An Act to enable the
registered voters in the City of Havre de Grace, Harford
county, Maryland, who are qualified to vote at elections held
under the provisions of the said City's Charter as provided by
Chapter 127 of the Acts of the General Assembly of Maryland,
1902, to determine by ballot at a special election to be held for
that purpose, whether or not spirituous, malt or fermented
or any intoxicating liquors shall be bartered or sold in said
city, from and after the first day of July, in the year nineteen
hundred and nineteen; to prescribe the time, place and manner
of holding said special election, and fixing the penalties to be
enforced against any person or persons who shall barter or
sell any spirituous, malt or fermented liquors contrary to the

confirming the action of the State Roads Commission of the
