"Amend by striking out in lines 117 and 118 of the printed
Bill,. Section 28, page 4, the words 'the right of way over
vehicles, but not otherwise' and insert in lieu thereof the fol-
lowing: 'an equal right at such crossings with vehicles, ' "
"Amend by inserting a new section to follow Section 23, to
be known as Section 23 1/2, on page 4 of printed Bill, to read
as follows: 'No person, firm or corporation shall permit cars
or other vehicles to stand upon any of the public crossings
in this State in such a way as to interfere with traffic. '"

SENATE BILL No. 47, BY MR. OGDEN.
SUBJECT: ANNEXATION BILL.
Amendments proposed by Mr. Ogden:
No. 1—"Amend Section 11 by adding the following words
to follow the word 'City' in line 7, provided that all elected
officials of Baltimore county who shall be residing within said
territory at the time of the proposed annexation, shall remain
unaffected as regards their citizenship in said county, and
their employment in their office during the term for which they
were elected. "
No. 2—"Amend by adding a new section to be known as
Section 19, to follow Section 18, and read as follows:
'Section 19. And be it further enacted, That any and every
company or corporation which, at the time of the passage of
this Act, shall be actually engaged in the business of supply-
ing water to any of the inhabitants of the territory annexed
by this Act to Baltimore city, shall be entitled to continue
to supply with water such territory as they may be actually
supplying at the time of the passage of this Act, and such
additional territory as they may be permitted to supply in
pursuance of this section, after the passage of this Act, until
such time as the Mayor and City Council of Baltimore may ex-
tend the Baltimore city water service into such territory, or
any part thereof. Before the Mayor and City Council of Bal-
timore shall extend the Baltimore city water service into any
territory occupied by any existing water company, the Mayor
