SUBJECT: MOTOR VEHICLES.

[Which was read and made the order of the day for March
10, 1. 916, at 1 o'clock P. M. ]

SUBJECT: MANUFACTURE OR SALE OF SPIRITUOUS
AND FERMENTED LIQUORS IN THE STATE.

[Which was read and, on motion of Mr. Norris, was made
the order of the day for March 14, 1916, at 1 o'clock P. M. ]

On motion of Mr. Norris, two-thirds of all the Senators
voting in the affirmative, the rules were suspended by yeas and
nays as follows:

SUBJECT: SUBMISSION TO THE VOTERS OF CER-
TAIN STATED POLITICAL UNITS OF THE STATE OF
THE QUESTION OF WHETHER THE SALE OF SPIR-
ITUOUS OR FERMENTED LIQUORS SHALL BE PER-
MITTED.

Amendment proposed by Mr. Norris: "Add a new section
to the Bill, to be known as Section 6-A, and to read as follows:

'Section 6-A. This Act not to apply to, nor prohibit the
manufacture for sale of alcoholic, spirituous, vinous, malt and
intoxicating liquors, or the transportation thereof, where such
liquors are manufactured for sale and sold only for delivery
for shipment to places beyond the State, or to places within
