Also House Bill No. 339, entitled "An Act to authorize
the Mayor and Council of Midland, Allegany county, Mary-
land, to issue and to sell bonds for a sum not exceeding five
thousand dollars ($5, 000) for the purpose of building and pro-
viding sewers, acquiring land for streets, grading and paving
streets and alleys within the limits of the town of Midland,
and to provide the method by which the contracts for the said
improvements shall be awarded, and to present the question
of the issuance of said bonds to the qualified voters of. the
said town of Midland for their approval or rejection, and pro-
viding that this Act is an emergency Act, to take effect from
