By Mr. Legg: Senate Bill No. 472, entitled "An Act to re-
peal and re-enact, with amendments, Section 3 of Chapter 425
of the Acts of the General Assembly of Maryland of 1910,
entitled 'An Act to fix the number and to limit and determine
the term of office of the County Commissioners for Queen
Anne's county, that shall hereafter be elected or appointed,
to perpetuate the succession to said office; to fix the compen-
sation therefor, and to repeal all Acts or parts of Acts so far
as the same are inconsistent with the provisions of this Act, ' "

Cooper and Collier. ]
By Mr. Legg: Senate Bill No. 473, entitled "An Act to appro-
priate a sum of money to refund Foster Sudler for money paid
into the Treasury of the State of Maryland on account of the
forfeiture of the bail of Howard Hodgers. " [Which was read
the first time and referred to the Committee on Finance. ]
By Mr. Cooper: Senate Bill No. 474, entitled 'An Act au-
thorizing the Treasurer of the State to receive from any banking-
institution or trust company of this State a deposit of one
million five hundred thousand dollars ($1, 500, 000), and to use
the same, so far as may be necessary, for the purposes of the
State, according to law, and to give such banking institution
or trust company a lien upon the annuity of ninety thousand
dollars (f 90, 000) created by the Act of 1854, Chapter 260,
which said annuity is payable by the Northern Central Rail-
way Company, and upon the mortgage securing the same, such
lien to be in the amount of the said deposit, together with in-
terest and expenses as in this Act set forth; and authorizing
the Treasurer to execute and deliver an assignment of said
annuity and mortgage, containing a power of sale as in this
Act provided; and also authorizing the redemption of such
annuity and mortgage as herein provided; and declaring this
Act to be an emergency measure. " [Which was read the first

On motion of Mr. Cooper, two-thirds of all the Senators
voting in the affirmative, the rules were suspended by yeas and
