for the treatment, control, maintenance, protection, guardian-

By Mr. Johnson: Senate Bill No. 432, entitled "An Act to
create a Board to be known as the Board of Parole, to pre-
scribe its powers and duties, to provide for the appointment
by said Board of a Secretary and Parole officers, to make an
appropriation for the salaries and expenses of said Board and
its officers, to give such Board the power to grant absolute
discharges from imprisonment, and to abolish the Advisory
Board of Parole; and to this end to repeal Sections 6, 7, 7-A,
7-B, 7-G- and 7-H, respectively, of Article 41 of Volume III
of the Annotated Code of Maryland, title 'Governor, ' sub-
title 'Advisory Board of Parole, ' as the same were enacted
by Chapter 500 of the Acts of the General Assembly of Mary-
land passed in the year 1914, and to re-enact said sections,
respectively, with amendments, the same to be sub-titled
'Board of Parole; ' and also to add five new sections to said
Article 41 of said Code, the same to be known respectively as
Sections 7-1, 7 J, 7-K, 7-L and 7-M, and to follow immediately
after said Section 7-H, as re-enacted by this Act. " [Which was

By Mr. Ogden: Senate Bill No. 433, entitled "An Act to
add a new Article to the Annotated Code of Maryland, to be
known as Article 25-A, and to be entitled 'Chartered Geo-
graphical Sub-Divisions of Maryland, ' said Article providing
a grant of express powers to the Chartered Geographical Sub-
Divisions of the State, meaning thereby such of the counties
of Maryland as shall adopt a charter or form of government
under the provisions of Article XI-A, of the Constitution of
the State, adopted by the people at the November election,
1915, and entitled 'Local Legislation, ' and also meaning
thereby the City of Baltimore, in the event that said city
shall adopt such charter or form of government under the
provisions of said Article XI-A, of the Constitution. " [Which

Judicial Proceedings. ]
