By Mr. Bennett: Senate Bill No. 411, entitled "An Act to
regulate license fees and the operation of motor vehicles to
be used in the public transportation of passengers for hire,
operating over State, State-aid, improved county roads and
streets and roads of incorporated towns and cities in the State
of Maryland, to provide for the disposition of such fees and
for the penalties for the violation of this Act. " [Which was
read the first time and referred to the Committee on Finance. ]

By Mr. Kaufman: Senate Bill No. 412, entitled "An Act to
authorize and empower the State Roads Commission of Mary-
land to purchase and take over the Monocacy and Urbana
Turnpike Road Company of Frederick county, situate in Fred-
erick county, and to construct and maintain the same as a
State road. " [Which was read the first time and referred to
the Committee on Finance. ]

The President submitted the following:

ANNAPOLIS, MD., March 1, 1916.
To the President of the Senate of Maryland.
DEAR SIR:

The committee appointed to visit St. John's College, An-
napolis, Maryland, and to report upon its needs and necessi-
ties, begs leave to say that they discharged this duty on the
afternoon of February 9.

They were met by Dr. Thomas Fell, president of the college,
and other members of the faculty, who accompanied them on
a tour of inspection of all the buildings.

Dr. Fell, referring to the report of the Board of State-aid
and Charities, pointed out that this Board admitted that St.
John's is practically a State institution, that it occupies a
leading position among the colleges of Maryland, and is one of
the best military schools in the country.

The authorities of St. John's College asked for the continu-
ance of the scholarship fund, as enacted by law, also for

1917. 1918.
