a bridge over Wills Creek at Valley street and also a bridge
over Wills Creek at Baltimore street, in the city of Cumber-
land, and to present the question of issuing said bonds to the
voters of said city at the city election to be held on March 21,
1916, and to provide for the advertisement and sale of the
same; said bonds to be known as 'Bridge Bonds. '" [En-
dorsed: "Read the third time and passed by yeas and nays. "]
[Which was read the first time. ]

Whereupon, on motion of Mr. Zihlman, two-thirds of all the
Senators voting in the affirmative, the rules were suspended
by yeas and nays as follows, and bill put upon its second
reading, without reference to a committee:
