the care of the insane and the feeble minded, the treatment
of the tuberculous, the support of public hospitals for the
sick, the building and maintaining of good roads or other
beneficial functions, and, if so, which in its opinion should
first be discontinued or curtailed?

8. What in the opinion of the Committee would be the com-
mercial and industrial effect of a three-dollar tax rate upon
the City of Baltimore and a largely increased rate in the
other cities, towns and counties of Maryland ?

[Motion made by Mr. Campbell that the resolution be re-
ferred to the Committee on Finance. ] [Adopted. ]

ORDERS.

On motion of Mr. Zihlman it was ordered that Mr. Speicher
be excused from today's session on account of important busi-
ness.

INTRODUCTION OF BILLS.

By the President: Senate Bill No. 335, entitled "An Act to
repeal and re-enact Sections 4, 5, 6, 8, 9, 10, 11, 12 and 13 of
the Acts of 1906, Chapter 244, entitled 'An Act to regulate
in Baltimore city, the licensing of persons conducting or
managing a business for installing any wires or electrical ap-
paratus to convey electrical current or be operated by such
current and to prevent the doing of such work by persons
other than those licensed in accordance with the provisions of
this Act. ' " [Which was read the first time and referred to the
City Senators. ]

By Mr. Duvall: Senate Bill No. 336, entitled "An Act to
authorize the Governor to commission the members of the
Faculty of St. John's College, as officers in the Maryland Na-
tional Guard. " [Which was read the first time and referred to
the Committee on Militia. ]

By Mr. Duvall: Senate Bill No. 337, entitled "An Act to pay
the claim of the C. W. Martin Company. " [Which was read
the first time and referred to the Committee on Finance. ]

By Mr. Legg: Senate Bill No. 338, entitled "An Act to
repeal and re-enact, with amendments, Sections 110, 111 and
117 of Article 39 of the Annotated Code of Maryland (Bagby's.
Edition), title 'Fish and Fisheries, ' sub-title 'Chesapeake Bay, '

to prescribe certain license fees for catching fish; and to add
a new section to said Article to be known as Section 122, to
prohibit the use of certain fishing. devices within a certain
pre-empted space in front of any dwelling house located within
