"Whereas, It is estimated that said roads will cost sixty
thousand dollars ($60, 000); now, therefore,

"Section 1. Be it enacted by the General Assembly of
Maryland, That the County Commissioners of Allegany county
are authorized and directed on or before the first day of May,
1916, to issue their bonds and sell the same in the amount
of thirty thousand dollars ($30, 000), said bonds to be coupon
bonds in the denomination of five hundred dollars ($500) each,
to be signed by the President of the County Commissioners of
Allegany county, countersigned by the Clerk of the County
Commissioners of Allegany county, under the corporate seal
of said County Commissioners; ten thousand dollars ($10, -
000) of said bonds to become due and payable on or before
the first day of May, 1917, and ten thousand dollars ($10, 000)
of said bonds to be payable on or before the first day of May,
1918, and ten thousand dollars ($10, 000) of said bonds to be
payable on or before the first day of May, 1919, and to bear
interest at a rate not to exceed five per centum per annum,
payable semi-annually, said bonds to be exempt from all
State, county and municipal taxes; the proceeds of said bonds
to be levied by the County Commissioners of Allegany county
to the Road Directors of Allegany county, to be expended by
said Road Directors for permanent road work under what is
known as the Shoemaker Law, for the construction of a road
from the end of the present State-aid road to the eastward of
the village of Pekin to the Cumberland and Pennsylvania
railroad crossing in the village of Barton, Allegany county,
and on the Williams road from the city limits of Cumberland,
in said county, one-half mile eastward, and on the Bedford
road northward about three-quarters of a mile.

"Sec. 2. In the event of any part of said roads being made
of concrete it is hereby made the duty of the Road Directors
of Allegany county, wherever possible, to make said concrete
roads not less than fourteen (14) feet in width.

"Sec. 3. And be it enacted that this Act is an emer-
gency measure necessary for the health and safety of the
citizens of Allegany county, and three-fifths of the members of
the two houses of the General Assembly concurring therein,
it shall take effect from the day of its passage. "
