struct a highway in Cecil county between the town of Cecil-

authorize and direct the State Roads Commission to construct
a highway in Carroll, county, between the corporate limits of
the City of Westminster and the town of New Windsor, and

authorize, empower and direct the State Roads Commission
of Maryland to complete the construction of the Baltimore
and Liberty Turnpike road, and to authorize an appropriation

title 'State Tax Commission, ' as enacted by Chapter 841 of the
Acts of the General Assembly of Maryland at its session of
1914; and to repeal Section 241 of said Article 81, as enacted
by said Chapter 841 of the Acts of 1914. " [Which was read
