and maintain a National Guard of equal strength for twice
that length of time and the Government would have a much
more efficient body of men, due to the continued regularity of
control and instruction in the militia.
"After an increase in the Regular Army, which is admit-
tedly necessary, two other methods are being considered for
national defense, namely, a Continental Army or a large in-
crease in a Federalized National Guard with direct Federal
pay.
"It must be clear, after a fair consideration of this impor-
tant subject, that the plan recommended by the National
Guard Association will bring about the only practical results.
"The States and the nation have an investment of over
$100, 000, 000 in the National Guard and their personnel repre-
sents the only men in the country who for the past twenty-
five years have utilized the only means at their command to
help in the great work of national defense and their recom-
mendations in this important matter of preparedness, as ap-
plied to the citizen soldiery of the nation, should be adopted
by a grateful Congress. "

would respectfully ask that you refer it to the Committee
on Militia.

"An Act to add two additional sections to Article 27 of the
Code of Public General Laws, Bagby's Annotated Code, title
^Crimes and Punishments, ' under the new sub-title 'Motor
Boats, ' to be inserted after Section 361 of said Article, and to
be known as Sections 361-A and 361-B, to require the use of
under-water exhausts or mufflers on certain motor boats. "
