same to be done by contract or contracts awarded by the Board
of Awards, in pursuance of Sections 14 and 15 of the Balti-
more City Charter, payment to be made by the Comptroller
upon receipt of proper vouchers either to the Comptroller of
Baltimore city or to the contractors direct, also the further
sum of five thousand dollars toward the expense of mainte-
nance and operation of the Iceboat "Annapolis, " the same to
be paid to the City Register of Baltimore city, to be by him
deposited to the credit of the Mayor and City Council of Bal-
timore city, to be drawn upon for the purposes above men-
tioned only when ordered by the Board of Estimates of
Baltimore city.
'Schools—For the system of free public schools (white and
colored) in the several counties and in the City of Baltimore
and the several departments of activities thereof, the sum of
one million seven hundred and fifty thousand dollars, or as
much thereof as may be paid into the State Treasury on ac-
count of the tax for public schools, and the supplemental tax
for public schools and governmental requirements, such reve-
nues being based absolutely upon the receipts into the Treasury
from such taxes; provided, however, that in the event the re-
ceipts from such taxes shall exceed the sum of one million seven
hundred and fifty thousand dollars, such excess shall remain
in the General Treasury to the end that the amount for dis-
tribution shall be one million seven hundred and fifty thou-
sand dollars and no more, the same to be apportioned, dis-
tributed and expended according to law and in the following
proportions: For the expenses of the State Board of Educa-
tion and its members in the discharge of their duties, the
sum of three thousand five hundred dollars; for the expenses
of the State Department of Education, including salaries of
the superintendent, assistant superintendent, other profes-
sional and clerical assistants, publications, traveling and office
expenses, the sum of twenty-five thousand dollars; for colored
industrial work, as provided by law, the sum of twenty-seven
thousand dollars, or so much thereof as may be necessary; for
approved high schools, as provided by law, the sum of one
hundred and forty thousand dollars, or so much thereof as may
be necessary; f or retired teachers, as provided by law, the sum
of thirty-four thousand dollars, or so much thereof as may be
necessary; for the maintenance of the Maryland State Normal
School, including the expenses of a summer session of six
weeks, the sum of sixty thousand dollars; for the maintenance
of State Normal School No. 2, at Frostburg, the sum of ten
thousand dollars; for the maintenance of State Normal School
