said county a sum of money of not less than (eight) thirteen
thousand dollars nor more than (fourteen) twenty thousand
dollars, for the purpose of paying for the construction, re-con-
struction and maintenance of the roads of the said county;
provided, however, that one-half, or ten thousand dollars, of
the sum so levied in the years 1916, 1917, 1918 and 1919, shall
be expended by the said Board of County Commisssioners, in
conjunction with the State Aid to Roads Fund, under the
direction of the State Roads Commission of Maryland, as pro-
vided for by Chapter 225 of the Acts of 1904 and subsequent
amendments thereto, for which said fund said Board shall
make application in proper form, in the construction of a
State-aid road from LaPlata to Riverside, in said Charles
county, by way of Port Tobacco, McConchie, Welcome, Hill
Top, Ironsides, Doncaster, Cross Roads, Grayton and Nanje-
inoy, as the public road now runs, but reserving to said Board
of County Commissioners the right to vary therefrom for the
purpose of relocation and saving of grades, provided the same
general course is followed; the said construction to begin at
the end of the State-aid road running west through LaPlata
and so much thereof to be built each year as the funds above
provided for will permit, said construction to be limited to
an average cost not to exceed four thousand dollars per mile,
one-half of which is to be paid by the county and one-half by
the State, and to be built either by contract or by the county
in conjunction with and under the direction and supervision
of the State Roads Commission, in the discretion of the Board
of County Commissioners, and writhin the limitations as to
costs, as aforesaid, and in the event the State Roads Commis-
sion will not consent to build the said road within the limita-
tion herein provided, then said County Commissioners are em-
powered and directed to build same as a purely county road,
at an average cost not to exceed fifteen hundred dollars per
mile for entire route; and said County Commissioners are
hereby authorized and directed, immediately after the passage
of this Act, to make application to the State Roads Commis-
sion for the sum of ten thousand dollars out of the State Aid
Fund allotted to Charles county for the year 1916, and to an-
nually make such application for the years 1917, 1918 and
1919, to be expended as aforesaid upon the road from LaPlata
to Riverside; and said Commissioners are hereby directed to
begin or have begun the work upon said road as soon after the
passage of this Act, as they can have the proper surveys made
and enter into the proper contracts or make the proper ar-
rangements for the construction of said road; and out of the
