/'Gaming," said Section 200 having been amended by Chap-
ter 127 of the Acts of the General Assembly of Maryland of
1906, and also Section 275 of Article 2 of the Code of Public
Local Laws of Maryland, title "Anne Arundel County," sub-
title "Gaming," as the same was enacted by Chapter 290 of
the Acts of the General Assembly of Maryland of 1898 and
Chapter 77 of the Acts of the General Assembly of Maryland
Of the year 1912, creating the Baltimore County Racing Com-
mission, and Chapter 132 of the Acts of the General Assembly
of Maryland of 1912, creating the Harford County Racing
Commission, be and the same are hereby respectively repealed.
'Sec. 10. And be it further enacted, That all Acts and parts
of Acts and all previous grants or franchises inconsistent
herewith be and the'same, hereby are repealed.

Whereupon Mr. Williams moved that the rules be suspended
and Bill and amendment be considered immediately. Which

"Strike out all after the words <a Bill entitled' and in lieu
thereof insert the following: 'An Act to repeal and re-enact,
with amendments, Sections 1, 3, 5 and 6 of Article 88-A of
the Code of Public General Laws, entitled "State Aid and
Charities," and to add thereto a new section to be known as
Section 4-A.
'Section. 1. Be it enacted by the General Assembly of Mary-
land, That Sections 1, .-*, 5 ami 6 of Article 88-A of the Code
of Public General Laws of Maryland, entitled "State Aid and
Charities," be and the same are hereby repealed and re-en-
acted to read as follows:
'Section 1. (The Governor shall appoint biennially .seven
