dollars, and the surplus in hand shall be turned over to the
Comptroller of the State on or before the first days of Sep-
tember and March of each year and be paid into the State
Treasury. The Commission shall biennially make a fully re-
port to the General Assembly of its proceedings for the first
two-year period ending with the thirt3^-first day of December
preceding the meeting of the General Assembly, and shall
embody therein such recommendations as it shall deem de-
sirable.

'Sec. 6. And be it further enacted, That every running
race meeting at which racing shall be permitted for any stake,
purse or reward, except under an unrevoked license granted
by the State Racing Commission, is hereby declared to be a
public nuisance, and every person acting or aiding therein
shall be deemed guilty of a misdemeanor and punished by
a fine of not less than fiye hundred dollars or more than one
thousand dollars for each day of such meeting or racing, and,
in addition thereto, in a suit brought for the purpose by the
State Racing Commission in the Circuit Court of the county
where it may be proposed to conduct such unauthorized rac-
ing, an injunction shall be granted against the same.

'Sec. 7. And be it further enacted, That this Act shall not
apply to trotting meetings or trotting races, nor to races
conducted by any State, county or other fair association hold-
ing not more than one meeting annually, and for a period not
exceeding H\re days for each meeting, except in order to legalize
such meetings; application must be made to the Commission
for a license to conduct the same. Such applications must
be made in writing and shall contain a list of officers of all
associations so applying and a sworn statement attached there-
to that the provisions of this section will not be violated.
The charge for said license to be the sum of twenty-five dol-
lars ($25) and to accompany all such applications at the
time of making same.

'Sec. 8. All officers, agents and employes of the said Rac-
ing Commission and the chief officer and all paid officers,
agents and employes of every such corporation as shall hold
races within this State shall be bona fide residents of the
State of Maryland; provided, however, that the racing officials
employed by said corporation may, with the approval of the
Racing Commission, be non-residents of the State of Mary-
land.

. 'Sec. 9. And be it further enacted, That Sections 204, 205
and 20G of Article 27 of the Code of Public General Laws of
Maryland of 1904, title "Crimes and Punishments," sub-title
