When the name of Mr. Allen was called, he delivered the
following address:

"In explanation of my vote on House Bill No. 450, I desire
to say that I vote against the Bill for the reason that I re-
fused to be a party to any increase in the salary of a number
of magistrates in Baltimore county who requested an increase,
and should I advocate the increase of one, in fairness I should
advocate the increase of all. In doing so, I do not wish to
reflect upon the ability of the present appointee as police
magistrate at Canton. I believe he is a man of high charac-
ter, and one who will fill the position with general satisfac-
tion. I had reported the Bill with an amendment to have the
salary remain at $1, 200 instead of $1, 800 per year, as the Bill
provides, but upon being informed that Judge Williams would
resign in that event, and believing that he would fill the place
in the interest of the community generally, I have withdrawn
the amendment, and leave the responsibility upon those who
vote for the Bill. I, under these circumstances, must vote
'No. '"
