The Senate met at 12 o'clock noon.

PRESENTATION OF PETITIONS, MEMORIALS AND
OTHER PAPERS.

The President submitted the following:
EXECUTIVE DEPARTMENT,

ANNAPOLIS, January 26, 1916.
To the President of the Senate.
SIR:

By direction of the Governor, I enclose herewith a copy of
his proclamation designating Thursday, January 27, "Jewish
Relief Day. "

PROCLAMATION.

WHEREAS, The President of the United States, by his proc-
lamation, has designated Thursday, January 27, 1916, as
"Jewish Relief Day, " in aid of the nine million Jewish suf-
ferers by reason of the European war; and

WHEREAS, Believing that the people of Maryland are in full
sympathy and accord with any movement which has for its
object the amelioration of the conditions thus created; now,
therefore,

I, Emerson C. Harrington, Governor of Maryland, do, by this
my proclamation, designate and proclaim Thursday, January
