the Board of License Commissioners shall be subject to the completion
of the building or premises in accordance with the plans or specifica-
tions, and approval by the building inspector, the Health Department
and the inspector for the Board of License Commissioners. In ad-
dition to the notice of hearing required in Section 60 (a) of this
article, such applicant shall cause a suitable sign or notice, similar
to those used for zoning purposes, to be posted and to remain posted
continuously in a conspicuous place upon the premises described in
the application, for a period of at least ten days immediately before
the date of the hearing application, and said notice shall also specify
the class of license applied for and the time and place fixed by the
Board for the hearing upon the application.

(e)  The Board of License Commissioners for Anne Arundel County
shall not approve an application for transfer of a license unless all
obligations of the transferrer (former licensee) pertaining to the
licensed establishment have been fully paid or some arrangement
concerning debts and obligations satisfactory to his creditors has
been made. The Board shall not be bound by this prohibition unless
a bona fide creditor submits his claim, under affidavit, to the Board
prior to the hearing held on the transfer and the claim involves an
indebtedness which was incurred in the operation of the licensed
premises.

(f)  In Anne Arundel County, any corporation or club holding an
alcoholic beverage license may, during any license year, substitute
the name of one of its officers for the name of any other officer on
the license, when the deleted licensee has died, retired, removed from
the county, or no longer has a financial interest in the corporation
or club. The substitution shall not be accompanied by a sale of
corporate stock which results in a change of the controlling interest
of the corporation or club. The corporation or club shall submit a
letter, signed by the new license applicant and the two remaining
licensees, applying to the Board of License Commissioners for
Anne Arundel County for a substitution. Upon the approval of the
Board of License Commissioners and the payment of the necessary
costs and fees, a new license will be issued with the correct names
thereon. In all other cases a formal transfer of the license must be
accomplished in accordance with subsection (a) of this section.

89.

(d) Nothing in this article shall be construed to require any holder
of an on-sale license in Anne Arundel County to close his establish-
ment at any time on January 1st of any year, and any holder of said
license shall be permitted to make any sale of alcoholic beverages
authorized by his license at any time on January 1st of any year.

92.

In Anne Arundel County, notwithstanding any other provisions in
this subtitle, the following restrictions, limitations and regulations
shall be in effect:

[(a) The hours during which sales of alcoholic beverages may be
made under Class BP, Class WP, and Class LP licenses shall be from
6 A. M. until 12 o'clock midnight, of each day, except, however, that
no sales may be made on Sunday under such licenses.
