That Sections 3(a), (e) and (q) of Article 25 of the Annotated
Code of Maryland (1957 Edition and 1960 Supplement), title "County
Commissioners", sub-title "General Provisions", be and they are
hereby repealed and re-enacted, with amendments, to read as follows:
3.
(a) The county commissioners of each county in this state, except
Worcester, Kent, Caroline, Allegany, Prince George's, Washington,
Somerset, Dorchester, Baltimore, [Wicomico,] Anne Arundel, Cecil,
Charles, Howard, Frederick, Queen Anne's and St. Mary's counties,
in addition to, but not in substitution of, the powers which have been
or may hereafter be granted them, shall have the following express
powers:
(e) To fix and prescribe the salary of compensation of all appointed
officers and employees of the county incurred in the performance of
their official duties. The provisions of this subsection shall not be
applicable in Wicomico County.
(q) To provide for the appointment of county police and to prescribe
their duties and fix their compensation, but said commissioners may
appoint a special commission or commissioner to be in charge of said
county police. The provisions of this subsection shall not be applicable
in Wicomico County.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1961.

AN ACT to repeal and re-enact, with amendments, Section 289 of the
Code of Public Local Laws of Prince George's County (1953 Ed-
ition), being Article 17 of the Code of Public Local Laws of Mary-
land, title "Prince George's County", sub-title "Circuit Court",
sub-heading "Stenographers", as amended by Chapter 152 of 1955,
relating to the number and salary of the secretaries appointed by
the Judges of the Seventh Judicial Circuit resident in Prince
George's County.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 289 of the Code of Public Local Laws of Prince George's
County (1953 Edition), being Article 17 of Public Local Laws of
Maryland, title "Prince George's County", sub-title "Circuit Court",
sub-heading "Stenographers", as amended by Chapter 152 of 1955,
be and it is hereby repealed and re-enacted, with amendments, to
read as follows:
[289. Each of the Judges of the Seventh Judicial Circuit resident
in Prince George's County is hereby authorized to appoint a competent
secretary who shall have had some previous experience in secretarial
work, involving duties that demonstrate the ability to take rapid
