County, the Board of County Commissioners of Howard County is
authorized and empowered to accumulate a cash surplus or reserve
in a maximum amount at any time of [$200,000] $300,000 to be
carried over from year to year as a working fund, to be accounted
for as other public monies and to be applied in whole or in part from
time to time in the discretion of the Board of County Commissioners
to the current expenses and obligations of Howard County.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1961.

CHAPTER 533
(House Bill 538)
AN ACT to repeal and re-enact, with amendments, Section 80 of the
Code of Public Local Laws of Howard County (1957 Edition, being
Article 14 of the Code of Public Local Laws of Maryland), title
"Howard County", sub-title "County Treasurer", relating to the
closing of the office of the County Treasurer on Saturdays.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 80 of the Code of Public Local Laws of Howard County
(1957 Edition, being Article 14 of the Code of Public Local Laws of
Maryland), title "Howard County", sub-title "County Treasurer",
be and is hereby repealed and re-enacted, with amendments, to read
as follows:
80.
The County Commissioners shall provide and furnish the Treasurer
an office in the Court House building or in some other building as near
thereto as possible. It shall be the duty of the Treasurer to keep his
said office open daily except legal holidays and he shall attend for
the transaction of business therein, in person or by deputy £.]; except
that said Treasurer may, in his discretion, close his said office for
the transaction of business on Saturdays, provided that he shall attend
as aforesaid at least thirty-eight hours each week, legal holidays
excepted.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1961.
SEC. 2. AND BE IT FURTHER ENACTED, THAT THIS
SECTION IS HEREBY DECLARED TO BE AN EMERGENCY
MEASURE AND NECESSARY FOR THE IMMEDIATE PRESER-
VATION OF THE PUBLIC HEALTH AND SAFETY, AND HAV-
ING BEEN PASSED BY A YEA AND NAY VOTE SUPPORTED
BY THREE-FIFTHS OF THE MEMBERS ELECTED TO EACH
OF THE TWO HOUSES OF THE GENERAL ASSEMBLY, THE
SAME SHALL TAKE EFFECT FROM THE DATE OF ITS PASS-
AGE.
