title, the Sanitary Districts created hereafter shall be under the
jurisdiction of a Commission of [three] four persons, one of whom
shall be a member of the Board of County Commissioners of Howard
County, designated by said Board to serve; and
[all of whom] the
other three
shall be appointed by [the] said Board [of County
Commissioners of Howard County], and [all of whom] shall re-
side in Howard County, be resident taxpayers of said County and
qualified voters thereof. The term of each of the three appointed
members shall be six years or until their successors are appointed
and have qualified, except that the first Commissioner named by
said Board of County Commissioners shall serve for two years,
the second for four years and the third for six years from the date
of their appointments and as the term of each Commissioner expires,
his successor shall be appointed by the Board of County Com-
missioners of Howard County. Any vacancy in the personnel of the
Commission shall be filled by appointment by the Board of County
Commissioners of Howard County and for the unexpired term [.]
in the case of an appointed member.

(c) [In addition the County Commissioners shall appoint one of
its membership to sit at all meetings of the Metropolitan Commis-
sion.] Should any proposition before the Commission remain un-
resolved because of a tie vote or should any member of the Com-
mission dissent with respect to any action taken by the Commis-
sion, such proposition or action shall be finally determined by the
Board of County Commissioners provided, however, that in the
case of a dissent the action complained of shall not be considered
by said Board unless the dissenting member shall file cm appeal in
writing with the Board of County Commissioners within fifteen
days from the date of such action.
The secretary-treasurer appointed
by the Commission shall be the collector of all charges and assess-
ments made by the Commission, and shall receive and account for
all monies which shall be due and payable to said Commission from
any source whatsoever.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1961.

AN ACT to repeal and re-enact, with amendments, Section 81 of
the Code of Public Local Laws of Howard County (1957 Edition,
being Article 14 of the Code of Public Local Laws of Maryland),
title "Howard County", sub-title "County Treasurer", relating to
the salary of the County Treasurer.

Section 1. Be it enacted by the General Assembly of Maryland,
