ARE DEFINED AS OF THE DATE OF PASSAGE OF THIS ACT,
THE AQUASCO ELECTION DISTRICT (NO. 8), THE NOTTING-
HAM ELECTION DISTRICT (NO. 4), AND THAT PORTION OF
THE BRANDYWINE ELECTION DISTRICT (NO. 11) LYING
SOUTH AND EAST OF A LINE LOCATED ONE HUNDRED (100)
FEET PARALLEL TO, AND TO THE SOUTH AND EAST OF,
THE SOUTHERN AND EASTERN SIDE OF THE RIGHT-OF-
WAY OF THE CRAIN HIGHWAY, BEING U. S. ROUTE 301.
No municipal corporation within the areas added by this sub-section
to the Maryland-Washington Regional District shall be authorized,
by means of an amendment to its charter or otherwise, to exercise
any of the powers relating to planning, subdivision control and/or
zoning now or hereafter granted by the said Maryland-Washington
Regional District Act to The Maryland-National Capital Park and
Planning Commission or the County Commissioner of Prince George's
County. If this sub-section shall for any reason be held by any court
of competent jurisdiction to be invalid, it is hereby declared to be
the intention of the General Assembly that this sub-section is severable
and that the remaining portions of this sub-section would have been
enacted without the invalid portions.

Sec. 2. And be it further enacted, That this Act is hereby de-
clared to be an emergency law and necessary for the immediate
preservation of the pubic health and safety, and being passed upon
yea and nay vote supported by three-fifths of all the members elected
to each of the two houses of the General Assembly, the same shall
take effect from the date of its passage.

CHAPTER 485
(House Bill 149)

AN ACT to repeal and re-enact, with amendments, Section 29 of
Chapter 780 of the Acts of 1959, said Act having enacted the sub-
title "Park and Planning Commission," to be added to the Mont-
gomery County Code—1955, being Article 16 of the Code of Public
Local Laws of Maryland and the Code of Public Local Laws of
Prince George's County (1953 Edition, being Article 17 of the Code
of Public Local Laws of Maryland), and said Section 29 being in
the sub-heading "Metropolitan District," amending the laws con-
cerning the Maryland-Washington-Metropolitan District in order
to clarify the purposes for which lands may be acquired outside the
District by the Maryland-National Capital Park and Planning
Commission and to limit the application of this Act by the pro-
visions of Section 22 of said Chapter 780 of 1959.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 29 of Chapter 780 of the Acts of 1959, said Act having
enacted the sub-title "Park and Planning Commission", to be added
to the Montgomery County Code—1955, being Article 16 of the Code
of Public Local Laws of Maryland and the Code of Public Local Laws
of Prince George's County (1953 Edition, being Article 17 of the
