petent secretary who shall have had some previous experience in
secretarial work, involving duties that demonstrate the ability to take
rapid dictation, typing, and to exercise independent judgment. Said
secretary shall hold his or her position at the pleasure of the judge
by whom he or she is appointed, and shall receive compensation
therefor in the following manner:

The judge who appoints his or her secretary shall fix said secre-

tary's salary in the discretion of said judge THE COUNTY COM-

MISSIONERS OF PRINCE GEORGE'S COUNTY at a rate not
exceeding Twenty Five Hundred Dollars ($2,500.00) per annum.

A SUPPLEMENTARY SALARY FOR ANY SUCH SECRETARY
SHALL BE FIXED IN THE DISCRETION OF THE COUNTY
COMMISSIONERS OF PRINCE GEORGE'S COUNTY, AT A RATE
NOT EXCEEDING TWO THOUSAND FIVE HUNDRED DOL-
LARS ($2,500.00) PER ANNUM IN ADDITION TO THE COM-
PENSATION OF THE SECRETARY WHICH IS PAID BY THE
STATE OF MARYLAND. Such compensation shall be levied annual-
ly by the County Commissioners of said county, shall be paid as are
the salaries of other county employees, and charged to the expenses
of the Circuit Court for Prince George's County.

Sec. 2. And be it further enacted, That this Act is hereby declared
to be an emergency law and necessary for the immediate preserva-
tion of the public health and safety, and having been passed by a
yea and nay vote, supported by three-fifths of all the members elected
to each of the two Houses of the General Assembly of Maryland, the
same shall take effect from the date of its passage.

(House Bill 72)

AN ACT to repeal Section 7A to Article 66C of the Annotated Code
of Maryland (1957 Edition 1960 SUPPLEMENT), title "Nat-
ural Resources", sub-title "In General", and to enact a new Sec-
tion 7A to Article 66C of the Annotated Code of Maryland (1957
Edition AND 1960 SUPPLEMENT), title "Natural Resources",
subtitle "In General", to follow immediately after Section 7 there-
of, to provide certain additional powers for the Department of
Tidewater Fisheries with respect to fisheries in this State and re-
lating generally to the seafood industry in this State.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 7A be and it is hereby added to Article 66C of the
Annotated Code of Maryland (1957 Edition AND 1960 SUPPLE-
MENT), title "Natural Resources", sub-title "In General", to follow
immediately after Section 7 thereof, and to read as follows:

7A. Additional Powers for Department of Tidewater Fisheries.

The Department of Tidewater Fisheries is authorized to have the
