herein or in the laws applicable to the Board of County Commis-
sioners.

Sec. 5. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate preser-
vation of the public health and safety, and having been passed by a
yea and nay vote supported by three-fifths of the members elected to
each of the two houses of the General Assembly, the same shall take
effect from the date of its passage.

CHAPTER 420

(Senate Bill 474)

AN ACT to repeal and re-enact, with amendments, Section 5 (I) of
Chapter 804 of the Acts of the General Assembly of 1959, as
amended by Chapter 79 of the Acts of the General Assembly of
1960, Chapter 804 having been the General Construction Loan Act
of 1959 and being amended in order to make a change in the use of
monies therein appropriated for the Department of Correction;
and amending Section 8 of said Chapter 804 of the Acts of 1959
to the extent necessary to renew the provisions of said Section 8
for a period of two years from the effective date of this Act with
respect to the changes herein made for the Department of Correc-
tion, the State Department of Public Welfare, and the University
of Maryland.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 5(I) of Chapter 804 of the Acts of the General Assem-
bly of 1959, as amended by Chapter 79 of the Acts of the General
Assembly of 1960, be and is hereby repealed and re-enacted, with
an amendment to read as follows:

5(I) Department of Correction:
