It is the legislative intent that applicants be certified for the full
number of scholarships, and that vacancies and unfilled scholarships
and unused funds be distributed so long as the requirements of this
section are observed.
(d) Any applicant awarded a scholarship may apply for the next
ensuing scholastic year to any one of the eligible institutions as
defined in sub-section (a) of this section. The institution at its dis-
cretion may reject the applicant according to its admission standards.
Once appointed to a scholarship, and accepted by one of the eligible
institutions, the applicant may hold the scholarship for four years
subject to the following conditions: (1) that he be a full time student
(minimum 12 semester hours); (2) that in the estimation of the
institution in which he is enrolled he shall be progressing satis-
factorily toward a degree and (3) that he maintains the department
DEPORTMENT standards of such institutions.
(e) Over a period of four consecutive scholastic years, at the maxi-
mum rate of one hundred AND FIFTY-TWO (152) annually, the
maximum of four hundred SIX HUNDRED EIGHT (608) scholar-
ships shall be awarded. Thereafter the program shall continue from
year to year, subject to the same annual and overall maximum figures.
(f) Funds for the granting of scholarships shall be included in
the budget from year to year beginning with fiscal year 1962-63, to
be administered by the Scholarship Board. Students electing and
attending a school shall receive an award covering tuition to a maxi-
mum of $500 per year. The payments shall be made to the institution.
As any funds so unused and retained aggregate the sum of five
hundred dollars ($500) and successive multiples thereof, they may be
utilized by the Scholarship Board as units in furnishing additional
scholarships under the provisions of this section, if they can be
expended during the current fiscal year in the manner provided in
this section. Any of such funds remaining unused at the end of any
fiscal year shall revert to the general funds of the State treasury.
(g) Nothing herein contained shall in any way impair or affect
the control by any said university or school of its operation or of any
of the studies pursued therein, or impair or in any way affect the
power to fix the standards of scholarship required for admission to
the university or school or for the continued prosecution of studies
therein, or the examination or other method of ascertaining or de-
termining such fitness in scholarship or otherwise, or the power to
maintain, prescribe and enforce the discipline, rules and regulations
of the university or school.
Sec. 2. And be it further enacted, That no scholarships author-
ized by the provisions of Section 284D of this Act shall be awarded
prior to July 1, 1962. There shall be included in the budget bill from
year to year the necessary appropriations for the scholarship pro-
grams specified in Section 284D of this Act to carry out this intent
of the General Assembly.
Sec. 3. And be it further enacted, That if any provision of this
sub-title or the application thereof to any person or circumstances
is held invalid, such invalidity shall not affect the other provisions or
any other application of this sub-title which can be given effect with-
out the invalid provision or application, and to this end the provisions
of this sub-title are declared to be severable.
