"Allegany County", sub-title "County Commissioners", amending
the local laws of Allegany County with respect to the annual levy
and to the contents of and the procedure for making such levies.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 67 of the Code of Public Local Laws of Allegany County
(1955 Edition, being Article 1 of the Code of Public Local Laws of
Maryland), title "Allegany County", sub-title "County Commis-
sioners", be and it is hereby repealed and re-enacted, with amend-
ments, to read as follows:
67. When the County Commissioners make [the annual levy, they
shall specify therein how many cents or the fraction thereof are
levied for roads on each one hundred dollars of taxable basis of
Allegany County; how many cents or fraction thereof for interest on
floating debt; how many cents or the fraction thereof for discharge
of said floating debt; how many cents or fraction thereof for in-
terest on bonded debt; how many cents or fraction thereof for dis-
charge of bonded debt; how many cents or the fraction thereof for
schools, and how many cents or the fraction thereof for each of the
items of expenditures by classes; and it shall be the duty of the
treasurer to keep a distinct fund, according to such levy, for each
class, and he shall not allow any payment to be made by draft upon
any district fund which has been exhausted, so that no fund shall be
overdrawn, except, however, it shall be lawful for the treasurer to
transfer a balance appropriated to one fund, which may not be
needed, to another fund which is about to become exhausted; pro-
vided, the same be done by the order of the County Commissioners.]

designate the particular purpose for which each expenditure is to
be made according to the Uniform System of Financial Reporting as
provided by the State Fiscal Research Bureau, and it shall be the
duty of the Treasurer to keep a distinct account according to such
levy for each purpose, and he shall not allow any payments to be
made by draft upon any account which has been exhausted, so that
no account shall be overdrawn, except however, it shall be lawful
for the Treasurer upon order of the County Commissioners, to trans-
fer a sum appropriated to one account to another account which is
or has become exhausted.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1961.
