AN ACT to add new Section 12-3 to the Frederick County Code, 1959
(being Article 11 of the Code of Public Local Laws of Maryland),
title "Frederick County", sub-title "Part I. General Local Laws",
sub-heading "Chapter 12—Private Nonprofit Organizations", to
follow immediately after Section 12-2 thereof, to authorize the
County Commissioners of Frederick County to appropriate cer-
tain funds to the Frederick County Civil War Centennial Com-
mission, Inc.

Whereas, the role of Frederick County in the War between the
States was vital in relation to the position of the State of Maryland
as a Border Slave State; and

Whereas, the Centennial observance of the events which were a
prelude to that historic struggle as well as the events themselves
will occur during the years 1961 through 1964; and

Whereas, the Frederick County Civil War Centennial Commis-
sion, Inc., has been created by the citizens of that County to promote
this Centennial observance of historic events which occurred there;
and

Whereas, funds, appropriated by the County Commissioners of
Frederick County in the amount of two thousand five hundred dol-
lars ($2,500.00) per year, for each of the years 1961 through 1964,
inclusive, are necessary for the use of the Frederick County Civil
War Centennial Commission, Inc., to promote and carry out this
Centennial observance; now, therefore,

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 12-3 be and it is hereby added to the Frederick
County Code, 1959 (being Article 11 of the Code of Public Local
Laws of Maryland), title "Frederick County", sub-title "Part I.
General Local Laws", sub-heading "Chapter 12—Private Nonprofit
Organizations", to follow immediately after Section 12-2 thereof, and
to read as follows:

12-3.

The County Commissioners of Frederick County may appropriate
the sum of two thousand five hundred dollars ($2,500.00) annually
for each of the years 1961 through 1964, inclusive, for the use of the
Frederick County Civil War Centennial Commission, Inc., in the pro-
motion of Civil War Centennial activities in Frederick County.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1961.
