nations and the county commissioners shall give all reasonable and
fair consideration to the nominations submitted but are not required
to choose from names submitted for the public at large positions on
the commission. The commission when it deems necessary for the
successful operation of its program shall determine what other cate-
goric interests should be represented on the commission, and shall
ask the county commissioners to select a person to represent the said
categoric interest by following the procedure as outlined in this sec-
tion and provided that no more than the maximum number of mem-
bers as set forth in this section shall be appointed to the commission.

(c)   The members of the commission shall serve for two years
from the effective date of this legislation and are eligible for re-
appointment. They shall serve without compensation. The commis-
sion shall select from its own membership a chairman, vice-chairman,
and a secretary-treasurer to serve a term of one year and to be
eligible for re-election provided that no one person shall hold the
position of chairman for more than three consecutive terms. Upon
the death, disability, resignation, or removal of any member of the
commission, the county commissioners shall appoint a person repre-
senting the same categoric interest to serve for the unexpired term.
The president of the board of county commissioners shall serve as
an exofficio member of the Economic Development Commission with-
out the power to vote. The commission has the power to establish and
appoint advisory groups and committees to assist in its program of
activity of which membership is not restricted solely to members of
the commission.

(d)  The commission shall meet monthly and shall hold special
meetings at the call of the chairman or of any three members of the
commission. The commission shall adopt such rules and regulations
as it may deem necessary to govern its procedure and business. Five
members shall constitute a quorum.

(e)   The commission shall appoint from without its membership a
person as director of the commission, who shall serve without com-
pensation but shall be reimbursed for necessary expenses incurred
by him in the performance of those duties delegated to him by the
commission.

(f) The county commissioners shall annually appropriate at least
$4,000 and up to the sum of $8,000 for the purposes provided herein.

Of this amount, $4,000 shall be used to reimburse the director for

necessary expenses. Any additional sum appropriated in the discre-

tion of the county commissioner shall be used for the general pro-

motional purpose of the commission. (F) THE COUNTY COM-
MISSIONERS SHALL APPROPRIATE FOR THE EXPENSES OF
THE DIRECTOR OF THE COMMISSION SUCH SUM AS MAY
BE APPROVED FROM TIME TO TIME BY THE ECONOMIC
DEVELOPMENT COMMISSION, NOT TO EXCEED IN ANY ONE
YEAR THE SUM OF $3,000. THE COUNTY COMMISSIONERS,
WITH THE APPROVAL OF THE ECONOMIC DEVELOPMENT
COMMISSION, ALSO SHALL APPROPRIATE THE SUM OF
$2,000 ANNUALLY FOR PROMOTIONAL WORK TO BE CON-
DUCTED BY THE COMMISSION. IN THE DISCRETION OF
THE COUNTY COMMISSIONERS THEY MAY APPROPRIATE
AN ADDITIONAL SUM FOR PROMOTIONAL WORK, SUCH AD-
DITIONAL SUM IN ANY YEAR NOT TO EXCEED $2,000. All
payments by the county commissioners shall be made only upon
