counties shall pay the sum of nine hundred dollars ($900.00) annu-
ally to each of the judges of the circuit courts of Allegany, Garrett
and Washington counties; and the county commissioners of Garrett
County shall pay the sum of two hundred dollars ($200.00) annually
to each of the judges of the circuit courts for Allegany, Garrett and
Washington counties. Such salaries shall be in addition to that re-
ceived by each judge from the State of Maryland and shall not be
paid to any judge who is a judge of the Court of Appeals. Said pay-
ments shall be made from and after June 1, [1959] 1961, in equal
monthly installments. Said county commissioners are hereby author-
ized and directed to levy upon the assessable property of each county
a tax sufficient to pay the aforesaid amounts.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1961.

(Senate Bill 442)
AN ACT to add new Sections 328A through 328F, inclusive, to the
Code of Public Local Laws of Carroll County (1930 Edition, being
Article 7 of the Code of Public Local Laws of Maryland), title
"Carroll County", sub-title "Roads", to follow immediately after
Section 328 thereof, relating to the acceptance, maintenance and
construction of public and private roads in Carroll County, author-
izing the collection of benefit assessments on abutting properties
to pay the costs of certain road construction or improvements
under certain conditions, providing for liens against property for
which benefit assessments are unpaid, and relating generally to
the improvement and construction of roads and procedure involv-
ing the levying of benefit assessments in Carroll County.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Sections 328A through 328F, inclusive, be and are
hereby added to the Code of Public Local Laws of Carroll County
(1930 Edition, being Article 7 of the Code of Public Local Laws of
Maryland), title "Carroll County", sub-title "Roads", to follow imme-
diately after Section 328 thereof, and to read as follows:
328A.
The County Commissioners of Carroll County are hereby author-
ized to construct and improve roads and drainage incident to said
construction or improvement on or along private roads, after the
approval of a petition of the majority of the property owners whose
property abuts on the road to be constructed or improved requesting
that said roads be taken into the county roads system. In the exer-
cise of the powers granted by this section, the County Commissioners
may by proper ordinance, passed in accordance with the provisions
of Section 3 of Article 25 of the Annotated Code of Maryland (1957
Edition, AS AMENDED,), adopt all necessary rules and conditions
for the acceptance, construction, and maintenance of such roads
and/or other authorized improvements by the county. Such ordinance
