County", new sub-title "Wicomico County Free Library, Inc.", to
follow immediately after Section 194 thereof and to read as follows:
194A. The County Commissioners of Wicomico County are here-
by authorized and directed to levy the sum of fifty thousand dollars
($50,000.00) within five years, beginning with the fiscal year 1961-
62, the yearly amount to be determined by the said County Commis-
sioners but said amount not to be less than five thousand dollars
($5,000.00) per year, and appropriate the same to the Wicomico
County Free Library, Inc., a non-profit corporation of the State of
Maryland, to be used solely for capital improvement purposes by said
library.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1961.

(Senate Bill 439)
AN ACT to add six new Sections to be known as Section 23E
through 23J inclusive to Article 23 of the Code of Public Local
Laws of Wicomico County (1959 Edition, being Article 23 of the
Code of Public Local Laws of Maryland), title "Wicomico County",
sub-title "County Commissioners" and to follow immediately after
Section 23D of said Article, conferring certain additional powers
upon the County Commissioners of Wicomico County pertaining
to drainage projects and providing for benefit assessments of the
same.
Section 1. Be it enacted by the General Assembly of Maryland,
That six new sections, Section 23E through 23J inclusive, be and
they are hereby added to the Code of Public Local Laws of Wicomico
County (1959 Edition, being Article 23 of the Code of Public Local
Laws of Maryland), title "Wicomico County", sub-title "County
Commissioners", to follow immediately after Section 23D thereof
and to read as follows:
23E. The County Commissioners of Wicomico County, with or
without petition, are hereby authorized to construct and provide
necessary storm drainage along any street, road or highway in the
county roads system and provide proper and adequate provisions for
the disposal of storm water and other drainage of a design, grade and
capacity approved by the Department of Public Works of said coun-
ty, such sewers to be carried to a permanent outlet and the said coun-
ty commissioners may assess as hereinafter provided and collect the
whole cost thereof from the owners of real estate benefited by said
facilities by assessing the owners of property in the area served
