SEC. 3. AND BE IT FURTHER ENACTED, THAT THIS
ACT IS HEREBY DECLARED TO BE AN EMERGENCY MEAS-
URE AND NECESSARY FOR THE IMMEDIATE PRESERVA-
TION OF THE PUBLIC HEALTH AND SAFETY, AND HAVING
BEEN PASSED BY A YEA AND NAY VOTE SUPPORTED BY
THREE-FIFTHS OF THE MEMBERS ELECTED TO EACH OF
THE TWO HOUSES OF THE GENERAL ASSEMBLY, THE
SAME SHALL TAKE EFFECT FROM THE DATE OF ITS
PASSAGE.

Sec. 4. And be it further enacted, That the Board of Supervisors
of Elections of Worcester County shall promptly report to the Clerk
of the Circuit Court for Worcester County the results of this refer-
endum and the Clerk of the Circuit Court shall promptly certify the
results of the referendum to the Secretary of State of Maryland.

CHAPTER 267

(Senate Bill 411)

AN ACT to repeal and re-enact, with amendments, Sections 273 and
274 of Article 81 of the Annotated Code of Maryland (1957
Edition), title "Revenue and Taxes", sub-title "Mileage Tax for
Use and Maintenance of Roads", and to change said sub-title to
read "Tax for Use and Maintenance of Roads"; and Sections 184
and 185 of Article 56 of the said Code, title "Licenses", sub-title
"Public Passenger and Freight Motor Vehicles"; and Section 81
(j) of Article 66½. of the said Code, title "Motor Vehicles", sub-
title "Administration—Registration—Titling", requiring certain
fees for the registration of certain motor vehicles which carry pas-
sengers for hire in lieu of the present tax on such vehicles popularly
referred to as the "seat mile tax", under the Revenue and Taxes,
Licenses and Motor Vehicles Laws.

Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 273 and 274 of Article 81 of the Annotated Code of
Maryland (1957 Edition), title "Revenue and Taxes", sub-title "Mile-

chine labels, as the case may be, the words "For Bingo" and "Against
Bingo", with suitable provision made for the voter to indicate his

choice for or against such question. If a majority of the votes cast
on this question shall be cast "For Bingo", this Act shall be continued

in effect in all respects as it shall have been in effect since June 1,

1961. If a majority of the votes cast on this question shall be cast

"Against Bingo", this Act shall be null and void and of no further

effect whatsoever on the 15th day following the official canvass of
the votes cast in Worcester County on said question.
