(l) Any licensee which diverts or pays out any portion of the pro-
ceeds of any game of bingo conducted under the provisions of this
section in any manner other than as required by this section or by
the rules and regulations adopted pursuant to this section , OR WHO
IN ANY MANNER VIOLATES ANY OF THE OTHER PROVI-
SIONS HEREOF is guilty of a misdemeanor and, upon conviction
thereof, shall be subject to a fine of $100.00 NOT MORE THAN
$500.00 for each such offense. Any person who receives any portion
of the proceeds of any such game of bingo except for the purposes
provided in this section is guilty of a misdemeanor and, upon con-
viction, shall be subject to a fine of $100.00 NOT MORE THAN
$500.00 or to imprisonment for 90 days or to both such fine and
imprisonment in the discretion of the court.

Sec. 2. And be it further enacted, That this Act shall take effect

June 1, 1961, and thereafter shall be subject to the provision con-

tained in Section 3 of this Act..

SEC. 2. AND BE IT FURTHER ENACTED, THAT BEFORE
THIS ACT SHALL BECOME EFFECTIVE, IT SHALL FIRST BE
SUBMITTED TO THE LEGALLY QUALIFIED VOTERS OF
WORCESTER COUNTY AT A SPECIAL ELECTION TO BE
HELD AT THE EARLIEST POSSIBLE DATE, BUT NOT LATER
THAN JUNE 1, 1961, THE EXACT DATE TO BE FIXED IN THE
DISCRETION OF THE COUNTY COMMISSIONERS OF WOR-
CESTER COUNTY. THE COST OF SUCH ELECTION SHALL BE
BORNE BY THE COUNTY COMMISSIONERS OF WORCESTER
COUNTY. THERE SHALL BE PRINTED ON THE BALLOTS OR
BALLOT LABELS TO BE USED AT SAID ELECTION, THE
TITLE OF THIS ACT AND UNDERNEATH SAID TITLE, ON
SEPARATE LINES, A SQUARE OR BOX TO THE RIGHT OF
AND OPPOSITE THE WORDS "FOR BINGO", AND A CORRE-
SPONDING SQUARE OR BOX TO THE RIGHT OF AND OPPO-
SITE THE WORDS "AGAINST BINGO" SO THAT THE VOTERS
OF SAID COUNTY SHALL BE ABLE TO DESIGNATE HIS OR
HER DECISION FOR OR AGAINST SAID ACT. IF A MAJORITY
OF THE VOTERS OF THE COUNTY PARTICIPATING IN SAID
ELECTION VOTE "FOR BINGO", THIS ACT SHALL BE APPLI-
CABLE IN THE ENTIRE COUNTY. IF A MAJORITY OF THE
VOTERS OF THE COUNTY PARTICIPATING IN SAID ELEC-
TION VOTE "AGAINST BINGO", THEN THIS ACT SHALL BE
APPLICABLE ONLY IN SUCH ELECTION DISTRICT OR DIS-
TRICTS OF THE COUNTY, IF ANY, IN WHICH ELECTION
DISTRICT OR DISTRICTS A MAJORITY OF THE VOTERS PAR-
TICIPATING IN SAID ELECTION SHALL HAVE VOTED "FOR
BINGO".

Sec. 3. And be it further enacted, That in conjunction with the
regular Congressional election to be held in Worcester County in
the month of November, 1962, there shall be submitted to the quali-
fied voters of Worcester County the question whether this Act shall
or shall not continue to be effective and applicable. The Board of
Supervisors of Elections of Worcester County shall do such things
as are necessary and proper to submit the question to the qualified
voters of Worcester County at that time, following generally the
election procedures contained in Article 33 of the Annotated Code of
