(House Bill 514)
AN ACT to repeal and re-enact, with amendments, Section 5 (c)
of Article 38 of the Annotated Code of Maryland (1957 Edition),
title "Fines and Forfeitures", increasing the payment to be made
yearly to the court library in Cecil County out of fines and for-
feitures collected by the Circuit Court for Cecil County and the
County Commissioners.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 5 (c) of Article 38 of the Annotated Code of Maryland
(1957 Edition), title "Fines and Forfeitures", be and it is hereby
repealed and re-enacted, with amendments, to read as follows:

(c) In Cecil County, if in any year the said payment to the Court
Library of one-half the fines imposed and recognizances forfeited is
less than [one thousand dollars ($1,000.00)] three thousand dollars
($3,000.00) the County Commissioners thereof shall pay to the clerk
of the court, for the use of said library, whatever amount may be
necessary to bring to [one thousand dollars ($1,000.00)] three thous-
and dollars ($3,000.00) in the aggregate the total amount to be paid
to said library during that year under the workings of this section.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1961.

AN ACT to repeal and re-enact, with amendments, SECTION 19
(1-1) AND Section 20 (m-2) of Article 2B of the Annotated Code
of Maryland (1960 Supplement), title "Alcoholic Beverages", sub-
title "Beer, Wine and Liquor Licenses", amending the alcoholic
beverage laws of Wicomico County with particular respect to the
fees and qualifications for club licenses therein* AND TO THE
LICENSE FEES REQUIRED FOR RESTAURANT AND
HOTEL BEER, WINE AND LIQUOR LICENSES (CLASS B).
Section 1. Be it enacted by the General Assembly of Maryland,
