290                              Laws of Maryland                       [Ch. 239

of Maryland (1957 Edition), title "State Roads Commission", sub-
title "Duties and Powers", said new section to be known as Section
66A and to follow immediately after Section 66 of said Article,
authorizing the establishing, UPON CERTAIN CONDITIONS,
of emergency snow routes by the State Roads Commission, pro-
viding for the calling of a snow emergency by the State Police,
providing for the enforcement of the Act and fixing penalties for
its violation and relating generally thereto.

Section 1. Be it enacted by the General Assembly of Maryland,
That a new section, to be known as Section 66A of Article 89B of
the Annotated Code of Maryland (1957 Edition), title "State Roads
Commission", sub-title "Duties and Powers", said new section to
follow immediately after Section 66 and to read as follows:

66

A. The State Roads Commission, AFTER CONSULTING WITH
SECURING THE APPROVAL OF THE MEMBERS OF THE
GOVERNING BODY OF THE COUNTY AFFECTED, is hereby
authorized to designate such State highways as it deems appro-
priate as "Emergency Snow Routes" and such highways when
so designated shall be appropriately signed. After the highways
have been designated and signed, and a "Snow Emergency" de-
clared as hereinafter prescribed, it shall be unlawful for any motor
vehicle to travel or attempt to travel upon such highway unless it is
equipped with chains or unless both rear wheels are equipped with
snow tires. For the purpose of this Act snow tires shall mean those
tires which are normally designated by the manufacturer as snow
tires and shall be in a good state of repair. It shall also be unlawful
to park a vehicle on such a highway during the period of the emerg-
ency and the State Police are hereby authorized to have any such
vehicle so parked towed from said highway.

The Superintendent of the State Police or his representative shall
have the authority to call such emergency for the State highways so
designated as a whole or for such State highways in the State as he
deems necessary which emergency shall continue in force and effect
until the Superintendent or his representative shall declare it is no
longer necessary.

Any person, firm or corporation violating the provisions of this
Act or the rules and regulations made pursuant hereto shall be
deemed guilty of a misdemeanor and upon conviction be fined a
minimum of $1.00
$10.00 or a maximum of $100.00 $25.00.

Sec. 2. And be further enacted, That this Act shall take effect
June 1, 1961.
