county council of each county, or the Department of Public Welfare
in Baltimore City, having patients in the State chronic disease hos-
pitals, a quarterly statement giving the number of patients and the
name of each patient coming from and charged to such county, and
the cost of maintenance due from each county for such patient or
patients. It shall be the duty of the County Treasurer to pay to the
collection unit the amount due and owing from his county quarterly
on the first day of January, April, July and October of each year.
All money collected by the collection unit from Baltimore City or
the counties under this section shall be accounted for and paid into
the State Treasury according to the procedures in effect for
such accounting; in the event of any dispute as to residence the
collection unit shall have the power to determine which one of two
or more counties or Baltimore City may be responsible for such
payment.

(f) Rules and Regulations. The collection unit is authorized and
empowered to adopt and promulgate reasonable rules and regula-
tions covering the details of enforcing the power and procedures
provided for in this section.
IT IS INTENDED THAT SUCH RULES
AND REGULATIONS BE APPLIED UNIFORMLY TO PATIENTS
IN MENTAL HOSPITALS AND TO PATIENTS IN CHRONIC
DISEASE HOSPITALS SO FAR AS IT IS PRACTICAL; HOW-
EVER, SUCH RULES AND REGULATIONS AS THEY APPLY
TO THE ADMISSION AND DISCHARGE OF PATIENTS IN
CHRONIC DISEASE HOSPITALS ARE SUBJECT TO THE CON-
CURRENCE OF THE STATE BOARD OF HEALTH.

602. Cost of board, care and treatment.

For each patient admitted to either of the chronic hospitals from
any county of the State or Baltimore City, the county commissioners
of said county and the mayor and city council of Baltimore shall
pay into the State treasury the sum of seventy-five cents ($.75) per
day, as long as said patient remains in such hospital. The remain-
ing cost of board, care and treatment, and the cost of operation shall
be paid out of appropriations in the budget. [Said charge of
seventy-five cents ($.75) per day shall be collectible by the State
Comptroller, and the Comptroller shall have the power to deter-
mine, in the event of any dispute as to residence, which one of two
or more counties or Baltimore City may be responsible for such
charge.]

Sec. 2. And be it further enacted, That on the effective date of
this Act all pending rights, investigations and claims with respect
to chronic hospital care, theretofore vested in or being performed
by a county welfare board, a board of county commissioners or
county council, or the department of welfare of Baltimore City, are
transferred to and vested in the collection unit specified hereinabove
in this Act, together with all records, reports and data pertinent
thereto. Funds in the custody of any such agency, as of that date,
shall be accounted for and paid over as required by said Section
601 of Article 43 of the Code prior to that date.

Sec. 3. And be it further enacted, That from and after July 1,
1961, the collection unit is authorized and directed to adopt and
promulgate such rules and regulations as, in its judgment and dis-
