County], as other taxes are levied and collected, a sum not to exceed
[$7,000] $8,000. Of this sum [at least] $1,000 is to be paid to The
Allegany County, Maryland, League for Crippled Children[.] , Inc.,
and $1,000 is to be paid to the Allegany County Historical Society, and
the sum of $600 is to be paid to each of the following organizations:
the American Red Cross, the Allegany County Cancer Society of the
Maryland Division of the American Cancer Society, the Allegany
County Branch of Maryland Chapter, Arthritis and Rheumatism
Foundation, the Allegany County Rheumatic Fever and Heart Asso-
ciation, Inc., and the sum of $500 to each of the following organ-
izations: Friends Aware of Handicapped Children, Inc., and Allegany-
Garrett Tuberculosis Association; and said Commissioners shall pay
the sum of $2,400 to the County United Fund, Inc., and the balance
may be paid in the discretion of the County Commissioners in what-
ever proportion they see fit to any one of the above organizations.
[The balance, provided the total amount expended under this section
does not exceed $7,000, may be levied and paid in the discretion of
the County Commissioners in whatever proportion they see fit, to the
Allegany County League for Crippled Children, the Community Chest
of the City of Cumberland, the American Red Cross, the Allegany
County Cancer Society of the Maryland Division of the American
Cancer Society, the Allegany County Branch of Maryland Chapter,
Arthritis and Rheumatism Foundation, not less than $600, the Alle-
gany County Rheumatic Fever and Heart Association, Inc., not less
than $500 to the Allegany-Garrett Tuberculosis Association, and not
less than $500 to Friends Aware of Handicapped Children, Inc.]

Sec. 2. And be it further enacted, That this Act is hereby de-
clared to be an emergency measure and necessary for the immediate
preservation of the public health and safety, and having been passed
by a yea and nay vote supported by three-fifths of the members
elected to each of the two houses of the General Assembly, the same
shall take effect from the date of its passage.

AN ACT to repeal and re-enact, with amendments, Section 94 of the
Code of Public Local Laws of Allegany County (1955 Edition,
being Article 1 of the Code of Public Local Laws of Maryland),
title "Allegany County", sub-title "County Treasurer", amending
the local laws of Allegany County in order to change the time for
making the annual levy for State and County Taxes and amending
also the provisions for the allowance of a discount for prompt pay-
ment and for the imposition of interest for late payment of taxes
in Allegany County.

Section 1. Be it enacted by the General Assembly of Maryland,
